And it seemed to mostly be adults, but kids were pretty rare in the Pale City at this point. Running into Six had been a surprise, but she had also been on an island further away from the city.

They just make a lot of weird sounds when they spot you.” So that probably gave a pretty good indication of why his views were a bit skewed when interacting with people here.
